This doesn't seem right but 1998 would be the last real year we had any true English attacking threat. After that we just had Parlour and English defenders/ Wenger shipped out everyone else. So unless Wilshere and Walcott got on the same scoresheet last season... yeah this could be right. Wenger for England.
