Those two letters could be Cyrillic - Odessa? - though that wouldn't explain why it's Latin on the other side of the gate.

It's the colour of Aberdeen but it's not British. The white-on-black registration plates are like the old Portuguese ones, but the buildings are too plain for Portugal. The Agfa shop spells Kosmetic with a K and there seems to be a Kzny... above it, so maybe Poland?
