- the fat couple represents the US
- Obama is ransacking their house, i.e. the US
- the jar of money represents US liquid assets
- the birth certificate arrived via internal mail (the ginge dude is just some dude)

Certificate clearly came out of the envelope. He is just there, as stated above, to be a way to have the certificate handed to the couple so Obama can have his hands full. Forgetting to make him based on anybody real is the most idiotic mistake- how hard would that have been?

I presume the point is 'who cares where you were born (we certainly never), we only cared about you tax-theft.
