If you click the retweet button, that tweet will show up for people who follow you (unless they have turned off retweets by you).
If you write "RT" manually, it will show up for everyone who follows you even if they've turned off retweets.
If you begin a tweet with @charliesheen, people will not see it in their feed unless they also follow @charliesheen.
If you do not begin a tweet with @, that tweet will show up in your feed for everyone who follows you.

He's using the // convention of RTing. Which is the same as our italic quoting -- the // splits the quote and the reply. Eg
