I've no idea why this thread has 500+ answers, but I just wanted to say I've always thought it was the first option, because...
A) the way Ralph pronounces the sentence, and
B) a bullied little kid dreaming of being an actual Viking isn't much of a gag, but Ralph being a "Viking of sleep" is pretty funny.
If the second option would be true, it would be a rather bad joke.

I'm not saying I have a more nuanced understanding, but the way Ralph put emphasis on the words of the sentence made me immediately interpret the joke as "excelling in sleep". And my argument B doesn't really have to do with the English language (yes, I know "Viking" isn't a common metaphor in English, but Ralph uses the language in a rather idiosyncratic manner) rather than how Simpsons gags work.
Yes, I get this, but the bullied becoming the bully in his dreams is still a rather dull and unimaginative joke, and I think at that point Simpsons were generally better than that. Now, if the episode had actually shown Ralph's dream after his line, and it would've been some surreal and Ralphesque interpretation of what being a Viking means, that would've been a typical Simpsons gag. But since all we got was that one line, I interpreted it as "Viking of sleep", because that's more like a Simpsons joke to me.
