Ignoring the fact that Gerrard is a vastly superior athlete to the pair of them, and focusing on the technical aspect of his game, I can't believe you consider Xavi and Pirlo to be a 'tier' above Gerrard. Not sure what aspects of Xavi's game are better than Gerrards to be honest, the same goes for Pirlo, and if there are any they certainly don't belong in the 'tier' above.
I'm not to sure how many full matches you've seen of both Gerrard and Scholes during their peak years, but I suggest you refresh your memory. I would only consider Scholes to be marginally better than Xavi (can totally see why fans would prefer Xavi over Scholes, personal preference) but he's without doubt a better footballer than Pirlo. But Gerrard is a vastly superior footballer than all 3 of them, as technically there isn't much between them but Gerrards athleticism combined with that level of technical skill is very, very rare indeed.
