i don't think that players can sign officially for a club until the window has opened but you can do a pre-transfer deal whenever

i don't think it matters much once the season has finished tbh, but it must have certain implications re: tapping up players and such. again, it's not like tapping up doesn't happen but at least in principle clubs have a legal recourse if it happens to them
