They do have a consolation prize, the "Level of Excellence," where they hang the number from the rafters--there are 11 of those (not sure if that includes Alomar and Halladay).

Got interested in some of the other long-standing franchises and retired numbers, and the Yankees are way on the generous end of the spectrum: 23. The Red Sox have retired 10; the Dodgers, 11; the Cubs, 6; the Phillies, 9; the Giants, 11; the Tigers, 8. (I only counted Jackie Robinson for the Dodgers.) A good parallel for O'Neill might be Junior Gilliam, who was a good player during a fabled era for the franchise, but not close to HOF-level. Bizarrely, Gilliam didn't even seem to get on the HOF ballot.
