It gets mentioned but the decline of their whole team plays an immense role. Yeah, I hate them but they've lost their top defensemen and some good supporting forwards too. Yzerman was somewhat pedestrian during the late 80s/early 90s when the Wings had two good lines and not much else, too. Great players make those around them better, as the cliche goes, but expecting them to do it all on their own is dumb.

mcdavid and tavares can put up 90 points for any team in the league, including the blackhawks; that's why they make $10m. toews cannot. that doesn't make him a bad guy or a bad player or responsible for the team's decline, but it does make him . . . complementary. he's a good defender, but mikko koivu doesn't make $10m either. it's not his fault he's overpaid -- he won three cups! but at the risk of getting all flacco, toews is just an above-average two-way center, not the new messier he was being heralded as a couple years ago.
