I'm not sure the headline framing and use of statistics is particularly helpful, tbh, even if the article is a bit more nuanced. Qatar should be held accountable for failure to follow through on its commitments and the recommendations stemming from domestic and international scrutiny but it's pretty much the only country in the region making commitments or opening itself up to that kind of scrutiny in the first place.
