The ostensible idea is that if you have the strongest/best/most machismo-tastic military, then other countries will not fuck with you.

However, military doodz need to go kill a bunch of foreign people every now and then to keep up their badass cred. You don't win medals or justify skull-centric tattoos through training, being prepared, and deterring foreign aggression.
