fwiw it's like that in huge swaths of the rest of the world. i bought some from basically the equivalent of a popsicle stand in india, they had long strips of tablets in foil/blister packaging, you'd say about how much you wanted and they'd scissor off the requested dosage. i recognize the enormous potential downsides of this system, of course.

point I didn't fully make earlier was that the prescription thing meant there was control over drug/medicine supply. That could also have some drawbacks in terms of what factors effect what gets supplied and what doesn't and how it is decided but at least there is some level of control of standards etc.
Also occurred to me that it tied in with the idea of proffessionalization as to who got to have authority over who did and didn't get to say who got supply. It's part of the ethos of being a doctor that you are in a position to allow people to take the drugs you have some control over. & if everybody could just walk into a shop so9mewhere and have everything available to them without that permission the system would have to change. probably for the worse to some degree.
Also occurred to me taht consequences of this government seemed to be that that system was being undermined to some degree.
