Padres are a dumpster fire on the offensive side but Cashner, Despaigne and Tyson 'paid the cost to be the boss' Ross aren't a bad pitching nucleus.

You left out Ian Kennedy and Jesse Hahn, who have both been very good. And until recently we had a nice setup/closer in Street and Benoit. So pitching is not the problem. (It rarely is.)
Contenders in the NL West or for the Wild Card? Sure, who knows. Contenders for the title? No way. The only guy on the roster who can hit reliably this season is Seth Smith. Most of their better minor leaguers are pitchers imo.
If they're going to build a contender in the short term they'd need to sign hitters, and (a) hitters don't want to play in Petco, (b) they already have spent way more on payroll than at any time I can remember. And they have a lot of needs.
One thing I've often wondered about is why Petco teams have such low OBP, historically. The stadium shouldn't affect your ability to work the count, or hit the gaps. But I think pitchers take advantage of the park effect to challenge hitters to hit the ball out of the park, and they fall into the trap. I see that as less of an issue now since the team is actually built around gap power rather than homer power (with the exceptions of Carlos Quentin and formerly Kyle Blanks), but that approach hasn't worked either ... arguably not because of the strategy but because the hitters themselves have failed. Ultimately, regardless of strategy, whether they're sluggers or singles hitters, you need them to hit, and they haven't been hitting.

shld just juice balls differently in every stadium, apparently climate has a bigger effect than dimensions
and park factors are more than just HRs, petco is also usually at the bottom for singles and doubles. BBs are more random i think but that's only a part of OBP. but parks can affect everything for weird, different reasons. sometimes climate affects pitch movement, sometimes there's a weird light in left field that makes certain pitches hard to see, sometimes white backdrops hide the ball when the pitcher is throwing from the stretch, sometimes audience sound actually changes things etc.
