The best friend I've ever had in my life was shot in New Orleans ten years ago, also a case of a mugger at gunpoint situation. One does wonder about the city...

Damn, I guess I never thought about it but it's kind of crazy that our criminal justice system works this way. I guess there's not much risk in mugging foreign tourists when you know that they'll have to go out of their way to return a year and a half later if they want to press charges.

It's the same in the rest of the world. You actually need witnesses and "stuff" to convict...

I dunno. Speedy trial? N.O.P.D. get one tape recorder? I was halfway kidding but I kind of wonder if I got shot in the leg in New Orleans if I would bother to fly back a year later to testify in court.

I agree, I wouldn't fly back either, but it's kind of part of the deal of society if you want it to work. It would be convenient to have tape recordings and all, but do you want the New Orleans (or any) Police Department in charge of, or able to convict with, tape recordings?
