IIRC back in the 19th century, probably in the early 20th century too, it was pretty common to dress both little girls and little boys in frilly clothes that may look "girlish" to someone living today. The idea that boys should dress "masculine" and totally different from girls right from the start wasn't around yet. So I don't know if Hemingway's and his sister's clothes were that different from the standards of the era.
