That's not what happened. Now they think that he just passed out and his dogs (not just one dog) chewed on his face in an effort to wake him up, just like what happened with that face transplant case in France.

This is weird to me, because I'm usually easily annoyed, but I think I get Fred, and I find him entertaining. He's camp for kids! Not the kind of camp that sneaks in to so many cartoons and children's shows that's really meant for parents or stoners or whatever other adults are going to end up watching the show, but really targeted at kids themselves. It seems to me that kids are supposed to watch this and be amused by the recognition of the (often incredibly annoying) things that they and other kids do and say. It's not entertaining because screaming and freaking out are innately funny, it's entertaining because the recognition that childish histrionics are horrible is funny.
