i don't think it's anything specific to this situation, more that mlb only has two minority managers and it's hard enough for minority coaches to get consideration even without losing jobs to entirely unqualified white guys.
among current managers, ventura and counsell had no coaching experience at all, ausmus had managed the israeli national team, kevin cash was a bullpen coach for two years, walt weiss coached a high school team, matheny was a roving minor league instructor. several of those guys had long been thought of as managerial candidates and obviously had playing experience, but there are plenty of black/latin guys who have serious experience and don't seem to get considered.
part of the problem, i think, is that being a minor league manager doesn't exactly prepare you to manage a major league team. it's a very different job, and if you're good at it, you get the label of being a 'development guy'. but unless some (white) owner takes a flier on a non-white guy with no coaching experience, what are you gonna do?
