I really wanted to give my vote to Broadcast as they're the underdog here and they are one of the finest bands that I know, but I couldn't not vote for Annie. Heartbeat is a strong contender for my favourite song of the decade. UGK, Portishead, The Knife and Amerie are all 10/10s too. This is a great list.
