Another way to interpret "forcing more consensus" is "avoiding unintentional vote-splitting." The nom process doesn't really get around that completely but I imagine it does reduce the "we all voted for a DIFFERENT song on the same album and therefore it doesn't appear in the top twenty even though it was unanimously loved" or whatever.

That's my read anyway!

makes sense for the tracks poll, I guess, but not so much the albums, since not too many artists have multiple albums out in a single year to allow vote-splitting. this is also one of the reasons why I've always preferred singles lists/polls to "tracks" lists/polls.
