The version of Private Armies on the New Age Steppers record is a shorten dub version also on the Dirty Washing 12" but the longer version is the best one, imo.

And though he's not New York, Billy Squier has a few songs that are disco, were sampled by hip-hop artists back in the day, and some riffs that were at least as punky as they were funky. I'm hard-pressed to come up with one song that combined all of it, though I think this comes closest.
