Two scenearios. 1. THe csr seems to not give a shit and keeps messing things up and is rude. 2. The csr is helping all thgey can but the policies of their store suck. Is anger aimed at the csr justified in the first but not second case?

Mr Hanle y, as a former CSR myself I have to say, yes. There's no point in shouting at a friendly , helpful person who does all they can but is bound by stupidity from on high (although in my office we used to try and get round all that as often as we could). There's no excuse for the former though.

Rudeness is unacceptable.
