What was the European music video channel that I would have watched while living in Yugoslavia from '88 to '91?

I don't think it was a Yugoslav channel, but it wasn't British either. It was in English at least part of the time, and they mostly showed videos by American and British acts (lots of Snap! and Technotronic). The only host I remember was a dorky teenage boy named Bart who had spiky hair dyed yellow (not blonde). Help me pleeze.

Where would MTV Europe have been based out of in the late '80's? I think that "Bart" might have been Swedish.

I dunno - I think it was a bit of a mishmash, probably based on some American exectuive's idea that Europe was equivalent as cultural entitiy to the USA. We have MTV UK & Ireland now. Maybe the rest of the continent still has a channel to share between themselves - I'm not sure.
